There's currently no port for APCu for PHP 7.1. This patch requires repocopy
from devel/php70-APCu. I didn't change the maintainer as the port is simple
enough to maintain, however if the current maintainer (daniel@blodan.se) is=
n't
willing to maintain this additional port, I can do it.

The port itself builds fine on Poudriere on FreeBSD 10.3.
