I've had exactly the same problem, except 4.1-RELEASE -> 4.4.

Did an nfs mount of /usr/src & /usr/obj from the problem box
onto a 4.3-STABLE (mid July) box and buildworld worked with
no errors, as did building and installing kernels on both.
I don't see a -nostdinc.  Has that been undefined (shouldn't 
it be? ) elsewhere?  libibery.a was on both boxes in 
/usr/compat/...something  Same date and size on both.
