man stty.

Then enter the appropriate commands in /etc/csh.cshrc, /etc/csh.login,
/etc/profile. (it should be stty susp ignore)

This will cause the default for everybody to be a dumb shell w/out
job control. Those users who want it have to enable it in their own
.profile/.login/.cshrc.
