Yes.

The Hayes command set, at least.  I've heard of things called
Winmodems, which appear to lose.  Some people say they won't work, but
I don't know anything about them.  I've never had difficulty getting
modems to work, though.

Maybe.

You'll need mpd (multi-line ppp).  The problem is, so will your ISP.
You'll need to find one who's also running FreeBSD, and who is
prepared to do this.  But you shouldn't have any trouble running a
single 56 kb link.

Start with the online handbook.  You may also like to read my "The
Complete FreeBSD".  The new edition will be available from Walnut
Creek CDROM in a couple of weeks, and will cover these topics (but not
mpd).
