Presumably, the "correct setting" is:

	enable_quota=YES
?

Well, you could confirm that you have sound-looking code for handling
enable_quotas in /etc/rc, but it's quite unlikely that you'd have
mangled that.

Are you sure you have quota support enabled in your kernel with:

	options		QUOTA
