It seems it was fixed now.  If it doesn't fix for you, would
you please add a comment to the following report:

  https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=202102

As I mentioned the above page, I updated the base system.
I don't know it is related but at this update
/etc/pkg/FreeBSD.conf is changed to point the following url,

  url: "pkg+http://pkg.FreeBSD.org/${ABI}/quarterly",

After that, I do as follows.

  pkg clean; pkg upgrade -fy
