John,

I wrote two reasons why we think that doc tree is apropriate for
Japanese online manuals:
 (1) Japanese online manuals follow only RELEASE (-stable) version.
 (2) Adding Japanese capabilities to tools in the src tree needs long time.

If there is no problem to import Japanese online manuals into the doc
tree, please inform me. Then, I can ask commiter to import Japanese
online manuals into doc tree.

Or if there are problems, please tell me them.
