I would like to make a proposal for a new bsd.port.mk dependency 
variable, EXTRACT_DEPENDS.

1) Syntax - like the other depends variables, a prog:dir pair
2) For what - to enable the building of missing archiver utility 
   required to actually unpack the distribution files (gunshar, unzip, 
   zoo, etc.)
3) Why - in the present, such dependencies should evidently go to 
   FETCH_DEPENDS, as BUILD_DEPENDS is already too late.
4) How: By changing bsd.port.mk, most probably - sorry, I could not 
   figure it out, so no diff this time
