It's longer, but it's more explicit. It's also easier to code the Makefile for, since the doc/ stuff is set up to install like that as well. This would also mean ja/doc/en_US.ISO_8859-1/, and so on. Again, we can use symlinks and redirects to reduce the burden on the webserver.
