To me, inactive maintainer is as good as ports@.

Not really. For someone not= aware of this issue, he/she will try to contact maintainer if there is an = email address in MAINTAINER, which will lead to delays and frustration. Wit= h ports@ in MAINTAINER it is clear no individual is taking care of the port= ...
