My guess is the document was made in LaTEX/TEX and converted from DVI to PDF.
If the author didn't include the right options in the tex-source you get
these ugly fonts. You can check it by trying to do a cut and paste. If that
is impossible it's because the document was converted into a bitmap and not a
good looking one.

Ps. you can check how to produce the right fonts in PDF from LaTEX from this
guide. It's in danish but if you know LaTEX you should be able to get the
idea.
