Interesting, thanks for that.

I tried changing dev.igb.0.iflib.override_ntxqs=3D4096 but to no effect.

What did make a difference was to use the rack tcp stack
net.inet.tcp.functions_default=3Drack

using rack there was next to no packet loss when interrupts were scheduled =
onto
a single core, obviously not fixing the root cause but is somewhat of a
workaround.
