What I was able to do with libvirt driving qemu was either explicitly set the virtio device type as "virtio-transitional" and plug them into PCIe slots, or plug them into legacy PCI slots. I did this by editing libvirt xml files. If ovirt is also using libvirt to drive qemu, perhaps something similar will work.
