Well, by default, you have everything enabled.  So do..

.if !defined(WITHOUT_MAILDIR)
CONFIGURE_ARGS+= --maildir-support (or whatever)
# more stuff to enable maildir support
.endif

So, don't worry about checking for WITH_MAILDIR, just make sure that
WITHOUT_MAILDIR is *not* defined.

(I may be wrong though, feel free to chime in and correct)
