In a setup of that machine (model: TOSHIBA Libretto SS1000) SCI_INT=13 of RSDT block, when I checked with DDB, IRQ of acpi0 was set to 13 sure. However, boot up the machine with ACPI kernel module (acpi.ko), it was started normally.
