I think Glen is more authoritative here as he is the one who does the
release builds, but no, I don't _think_ these files are still in use.

The doc/release tree was used by the release engineering process in
the 4.x age but largely replaced by src/release/release.sh, if not all.

So I think it's probably fine to just ditch it without anyone
noticing, but it would be nice if we can wait a few more days so
others have an opportunity to react if I was wrong...
