Make your test a fair one ... with 15k of data, that's only 10 packets
assuming 1500 byte packet sizes. If you saw that when you were
transferring (say) a megabyte or two, then I'd agree be more inclined
to look closely at the code, esp. if you are on a modem. But with very
small transfers, there is no way to get accurate transfer rate
calculation, especially when packets are getting fragmented and
re-assembled, possibly out of sequence.
