It seems to be related to having MAKE_ARGS overrides set in /usr/local/etc/pkgtools.conf. So far I haven't looked much further at this problem since portupgrade is being actively worked upon by others. I build packages on one machine and then use the packages to install on my various other machines. I use the same pkgtools.conf on each machine. I've also noticed other recent behavior changes in portupgrade. I haven't yet decided if these are problems or improvements.
