I was able to confirm there is filtering in place to prevent NS spoofing, so at
least for me the resolution is the sysctl tunable. Thank you very much for your
help figuring this out!

I do wonder if this will become a common issue, but you're much more capable of
determining that and the appropriate resolution than I am :) If I can provide
any more data, I'm certainly happy to.
