It does, indeed, try to get it off the network. /etc/pkg/FreeBSD.conf is the culprit here. Edit the repo config to use a local repo via file:///blah/ though you may experience challenges getting it to work properly due to the ISO's read-only nature. Not sure what your use case is, but for me, this was one of several challenges I encountered that steered me to using a disk image (customized mfsBSD) to perform automated, non-interactive network installs.
