Start with the www.freebsd.org site and have a look at the documentation and handbook - there is a how-to-contribute section in there. Have a look at the 3-stage boot code (src/lib/libstand, src/sys/boot/*) in the RELENG_4 branch (for 4.x, aka 4.x-stable) or the -current branch for 5.0. Any major new stuff goes into 5.0, but bugfixes or missing things can be backported to the 4.x tree. Subscribe to the mailing lists. The gnats bug report database is a good source of material for ideas (also on www.freebsd.org). Here and/or the freebsd-current mailing list is the ideal place to talk about what you are or want to do. See also freebsd-arch.
