You can reach some of available version from www.FreeBSD.org mainpage in choosing "Language: Japanese, Spanish, Russian, Other" at the top. It would be interesting if the translated versions were up-to-date, for the moment it's not the case. So letting people choose between the en_US and the translated version is the good choice.
