Here is my Kernel Config, I adjusted a GENERIC Kernel to my needs, when I updated to RELENG_7. After that the input for the passphrase did only generate the correct characters after pressing the single keys several times. Then I removed only the dcons options from the Kernel config and then it worked normally again. Please check your kernel config against mine for differences.
