As I said, there are three internal protoypes I know of. There's no public 
code, mostly because the spec is still a moving target. Much depends on 
whether consensus was achieved at the IETF this week on the current SIEVE 
draft. If that happened (I suspect it did, but haven't heard anything concrete 
yet), then you can expect to see SIEVE implementations rolling out over the 
next couple of months.
