Just use a refuse file for that. e.g.,

ben@magnesium:/usr/local/etc/cvsup/sup/doc-all$ ls -l
total 137
-rw-r--r--  1 root  wheel  127398 Nov 14 19:43 checkouts.cvs:.
-rw-r--r--  1 root  wheel      45 Nov 14 19:40 refuse.cvs:.
