I posted before reading your other replies.  After reading through the
entire thread I think leaving it up to the translation team to decide is
the best thing to do (as long as untranslated text is *not* commited
verbatim).

This is probably an influence of older Handbook/FAQ versions that
included starred sections to mark the parts of the docs that needed
to be filled in.
