The proposed change calls `chflags -R 0` and `rm -Rf ...` to clean all of the directories that could not be removed by `${MAKE} clean`. `${MAKE} clean` in bsd.obj.mk calls `cleandir`/`cleanobj`, which handles the first directory tree walk/removal.
