Exactly.  My understanding as to *why* they are not in the base 
system (especially in regards to bash) is because their respective 
licensing schemes were not compatible with the FreeBSD license.

I'm not the first person who wished for a 'standard' bash shell to be 
part of the base system (ie as root's default shell) but I've been 
told in the past it will never happen due to licensing issues.
