When starting xdm from rc.local (or friends) you should explicitly tell
the X server what console to attach to:

cm215-ntw: {101} more /usr/X11R6/lib/X11/xdm/Xservers 
:0 local /usr/X11R6/bin/X -bpp 16 vt04

I think this should solve the problem you describe (and I also remember it
appearing in some FAQ somewhere).
