I think the problem is that init(8) is sent a SIGKILL by reboot(8) before it's had a chance to run rc.shutdown. If so, the fix that seems obvious to me is to have reboot(8) send a SIGINT to init(8), by my reading of the init(8) manpage. Am I on the right track here? Thanks, Sheldon.
