I then noticed that the site in pkg-descr doesn't resolve. Moving to Source Forge, it says the project is "obsolete" and references this site: http://www.ti.com/tool/msp430-gcc-opensource Texas Instruments is hosting their own version of this and it's based on GCC version 4.9.
