Specify the filename as an argument to tar:
tar xzf backup.tgz path/to/file/in/tarfile
To see a list of the files in the tarball, do:
tar tvzf backup.tgz
(Leave out the "z" option in both commands if it's just a .tar archive,
and not a .tgz or .tar.gz).
