if comms/rxtx was a different revision/portversion, you should open a PR 
with a patch to devel/arduino that requires a minimum that 
revision/portversion.

If not, open a pr with two patches.  One to bump portrevision of 
comms/rxtx, one to make devel/arduino require it.
