check the /sys/i386/conf/WHATEVER file for a line like
options NCONS=4 #4 virtual consoles
and later for a line like
device sc0 on isa? port ...

on some very old installations this was pc0. pc0 is another console driver
and it don't support virtual consoles. then you have to get the syscons
package from the net.

config WHATEVER
cd /sys/compile/WHATEVER
make depend ; make ; cp 386bsd /
