You can implement and distribute the sources any way you want. The operative word here is "modify the distribution channels", how about you "augment the distribution channels" instead ? Do the same as I did when I made CTM: implement it, announce it, and if sufficient people join the band, you have a parade. I had no guarantees that CTM would be a success, be approved or anything else, I invested the time and I was lucky: it paid of. A lot of things I have spent time on in FreeBSD didn't. That's life.
