I can think of DNS startup or maybe sendmail startup. This still does not

Still does not explain why in /etc/rc.network:

+ ifconfig isp0 inet 0.0.0.0 0.0.0.1 link1 down
ifconfig: ioctl (SIOCAIFADDR): File exists

occurs.
