DESCRIPTION
     dummynet is a system facility that permits the control of traffic going
     through the various network interfaces, by applying bandwidth and queue
     size limitations, and simulating delays and losses.

actually no. Currently I am developing support in the kernel for
transparent proxying/caching of web traffic (without using cooperation
with router) using just FreeBSD. So it is on my test lan. If you are
interested in the patch just drop me a line.
