At one point, anyway. Using Bulgarian BDS (bg.bds.ctrlcaps.kbd) as a test, "a" and "q" reversed positions, shift-zero became "=", and so on. But I can't replicate that now. The Handbook L10N section on console setup says that kbdmap should work: http://www.freebsd.org/doc/en_US.ISO8859-1/books/handbook/using-localization.html#SETTING-CONSOLE
