THe problem here is that a lot of people (and no offence to the patch
author or other developers!) just go "UNLOCK; FOO; LOCK WORKS FOR ME"
and moves on. 99% of the time it's working by magic, rather than
working by intention. The trouble is that it's working, so there's no
reason to invest the real time in fixing the poor locking in the first
place. :)
