The collation change is fixed by my proposal: collation remain set to C
Concerning vi in head it does support correctly unicode.
Concerning sed/grep I'm not aware of any problem.

There were to my knowledge 2 issues:
- libedit which is now fixed.
- console which is fixed by the switch to vt
