The author of TKGNATS has not placed it under the GPL (he's distributed a modified version of query-pr with it, but it's not linked in with anything). The downside is you need TK and GNATS. The upside is that the interface it uses should work for a pretty simple shell script. You just need to set up a sendmail alias for remote queries.
