Yes, this could be the case.  I have a Lexar USB3 64GiB stick with only 13G=
iB
free.  When I write to it I see very slow transfers with short burst of abo=
ut
40MiB/sec repeatedly.  Transfers were much faster when the stick contained =
less
data.  My assumption is that the controller in the stick is busy with inter=
nal
book keeping much more frequently, which slows down the transfers considera=
bly.
