USE_BZIP2 works equally well for the time being. Switching to USES=tar:bzip2 doesn't have any benefit right now. Committers will change it if they are touching the port for another reason, and at some point a committer will change the remainging ports en-masse. What is the motivation for this particular PR? We've got over 1900 Ports PRs to go through and a low priority PR like this is diverting attention from them.
