 This is indeed because LKMs cannot publish sysctl variables.  This is an
 "XXX" feature of
 the sysctl implementation which hopefully one day will be fixed.
 
 The workaround for you is to include NFS in your kernel, instead of
 relying on it as an LKM.
 
 This has other advantages too.
