because you're logged in as root and the messages go to all vty's where
root is located as well as to the console.

of course not, when the interface is down. Since you config the interfaces
late, as I do, there's probably something else happening, such as DNS or
mails in the spool directory. The only time I get dialouts on reboot is when
I've left a mail lying around.
