Patch for x265

Fixes following issues:
Only require NASM on i386 and amd64
No need to pass the same switches using both CFLAGS and CPPFLAGS
Compile 8,10,12-bit support unconditionally on 64-bit platforms

Compile and run-tested on aarch64 and amd64
