After the introduction of staging and the rewrite of the rc.d/pure-ftpd startup script, pure-ftpd starts two instances of the upload script upon reboot if pureftpd_uploadscript is enabled in rc.conf. This only happens upon reboot, never upon starting the service manually when the system is already up and running.
