That one is in the Windows package as provided by NLnetLabs. I don't know what is in the FreeBSD package but you can find out. Calling unbound -h will inform you what is used. OpenSSL 1.1.x is available for FreeBSD as openssl-devel. (This is set in /etc/make.conf as DEFAULT_VERSIONS+=3Dssl=3Dopenssl-devel in case one build= s it from the ports).
