Log:
  - Add IFT_L2VLAN (vlan(4)) support.
  - Add a -P option to support PID files. When -a is specified
    /var/run/rarpd.pid is used by default, and when an interface is
    specified /var/run/rarpd.<ifname>.pid is used by default.
