 I had the same problem. You need to have:

# PPPoE Stuff
options         NETGRAPH
options         NETGRAPH_ETHER
options         NETGRAPH_PPPOE
options         NETGRAPH_SOCKET

 all four of these things in your Kernal in order for it to work right.
